巴政府决定取消对中石油管道局20亿美元的LNG管道项目

A key decision was taken during a high-level meeting, chaired by Prime Minister Nawaz Sharif in the first week of June, while the Federal Ministry of Petroleum was directed to drop the Gwadar-Nawabshah gas pipeline project and commence work on the new Port Qasim LNG terminal in Karachi. The PML-N government reportedly took the critical decision after American objections.

巴总理谢里夫6月初召开高级别会议，要求巴石油部放弃瓜达尔-纳瓦布沙（Gwadar-Nawabshah）天然气管线项目，并着手研究在卡拉奇Qasim港建设新的液化天然气码头.原因是收到美国政府的反对。

This project was considered as an alternate to the Iran-Pakistan (IP) gas pipeline since the US sanctions on Iran for their nuclear programmes.（介绍此管线的用途）

On the other hand, the decision would be a setback for the Chinese, who had signed an agreement in April 2015 for the laying of the Gwadar-Nawabshah gas pipeline project.此决定将会对中国企业造成巨大打击。项目原本已经在2015年与中石油管道局签订合作协议了（原版新闻没有点名哪家中国公司）。


This project has been shelved due to its “high cost” but the Executive Committee of National Economic Council (ECNEC) had done a detailed cost evaluation and given it the go ahead earlier on.巴方决定放弃该项目的原因是认为其成本过高，但是此前国家经济委员会执委会已经审议过该项目的成本并批准了该项目。

Exim Bank of China would have provided funding for the Gwadar-Nawabshah gas pipeline project at London Interbank Offered Rate (Libor) plus two per cent.中国进出口银行将为项目提供贷款，利率为LIBOR再加2个点。

此项目是早些年巴基斯坦总理访问中国的时候，与中国政府签订的直接的国家与国家之间的协议。此项目长度约710KM,钢管合计35万吨，总投资约20亿美元，其中85%的资金由中国政府提供支持，15%的资金由巴政府筹集。上面新闻提到两点原因巴政府决定停止此项目，一是美国反对，二是巴政府没资金！但我们同时也注意到巴政府与卡塔尔公司着手建设LNG码头，据我们了解，这项投资所需金额不会比管道项目所需资金要少。

管道局目前在马来西亚，尼日尼亚，沙特，泰国，印度，柬埔寨，孟加拉都有项目在运作中，虽然巴基斯坦这个项目总金额比较大，但相比管道局的业务体量来说，应该只是一个小小的挫折！
